Our Leadership Team

Gilbert Torres

President and Chief Executive Officer (CEO)
Gil is responsible for establishing Sigma's vision, values, and culture and for executing Sigma's corporate strategy. Before joining Sigma, he held leadership roles in Nuclear Operations, Engineering, Nuclear Safety and Nuclear and High Hazard Packaging and Transportation. Gil is passionate about attracting and retaining the highest caliber of technical experts and providing employees with rewarding and challenging career opportunities. He has a Master of Science degree in Industrial Engineering and a Bachelor of Science in Mechanical Engineering.

Executive Vice President
In is responsible for Sigma's client portfolio and executing Sigma's day-to-day operations. He brings over 20 years of engineering experience and expertise to Sigma, delivering over $600M of technical systems to the DoD, DOE, NNSA, and the U.S. Intelligence Community in support of nuclear non-proliferation, counter-proliferation, counterterrorism, and U.S. wartime efforts. In his spare time, In enjoys traveling with his family and supporting the Albuquerque homeless community. In has a Master of Science in Computer Science and a Bachelor of Science in Biochemistry.

Kimberly Peña

Chief Financial Office
Kimberly is responsible for Sigma's finances and financial actions. She has more than 30 years of experience in finance, accounting, and regulatory compliance. Kimberly is a Certified Public Accountant with a Bachelor of Business Administration, concentration in accounting.

Jessica Roybal

Human Resources Manager
Jessica is responsible for administering Sigma’s human resources functions, including organizational development, personnel performance, employee relations, recruitment, compensation, and benefits. She has 10 years of experience and is well-versed in design, implementation, and management of all HR programs and processes.

Jeri D'Orazio

Senior Program Manager

Jeri is an accomplished leader with more than 35 years of experience in production, quality, operations, maintenance, and project management roles. He has significant experience implementing an effective mix of strategic planning, project management, program development, operational improvements, and environmental initiatives to deliver projects on time, increase revenues, improve safety, and generate dedicated team performance. Jeri has a proven track record of driving continuous process improvement, quality initiatives, cost benefit analysis and successful project initiation and completion.

Monty C. Middlebrook

Senior Program Manager
Monty is a project management specialist with more than 25 years of experience. He is a proven systematic strategist bringing creative problem-solving approaches to achieving project objectives and a skilled manager and experience hands-on practitioner. He regularly serves as an external independent project review and advisor by DOE Office of Project Assessment, DOE Office of Science major program offices, NNSA, and multiple DOE laboratories.

Sheri K. Somers

Senior Program Manager
Sheri is responsible for leading and managing Sigma’s support services staff at the National Nuclear Security Administration (NNSA) Savannah River Project Management Office. She has more than 31 years of project management and controls experience with demonstrated leadership experience on engineering, procurement, and construction projects including large nuclear construction, research and development, and environmental management projects for the U.S. Department of Energy, NNSA, the U.S. Department of Defense, and the U.S. Army Corps of Engineers. She holds a Bachelor of Science in Business Administration.

Jennifer Gamble


Jennifer is the Managing Director of OnPoint Power, LLC, a woman-owned small business founded in 2002. She has more than 30 years of experience in the nuclear industry, including commercial nuclear power and facility decommissioning, environmental cleanup, and clean energy. She previously served as CH2M Hill’s Vice President for Strategic Initiatives in Nuclear and was a key leader in the firm’s strategic expansion into international nuclear new build program management.

Dr. Donald L. Cook, PhD


Dr. Cook is a former Deputy Administrator for Defense Programs at the NNSA. He was responsible for managing the U.S. nuclear security enterprise comprised of nuclear weapons laboratories and production plants. He is also the former CEO and Managing Director of the United Kingdom’s Atomic Weapons Establishment. Dr. Cook also served in several leadership positions at Sandia National Laboratories.
