NNSA Y-12 Project Management Office Technical Support Services
Sigma Science provides technical support services to the National Nuclear Security Administration (NNSA) Office of Acquisition and Project Management (NA-APM) and the Y-12 Acquisition Project Management Office (Y-12 APMO) under a $69.4 million five-year prime contract, awarded in November 2022 under the TEPS II contracting vehicle. Sigma Science provides NNSA oversight support for major capital construction projects at the Y-12 National Security Complex, including the $6.5 billion Y-12 Uranium Processing Facility (UPF), Lithium Processing Facility (LPF), and other Y-12 capital acquisition projects. The Sigma team includes Strata-G, LLC (Strata-G) and Professional Project Services, Inc. (Pro2Serve), both are Sigma Science subcontractors. Sigma Science currently provides 34 personnel supporting project controls engineering, construction management, quality assurance engineering, and engineering (mechanical and fire protection engineering). The Sigma team includes risk managers, contracts specialists, nuclear facility operations SMEs, safeguards and security SMEs, readiness SMEs, training specialists, and administrative support staff.
Key work scopes include:
- Support contractor assessments of systems, processes, plans, procedures, personnel, projects, and program activities (including reactive, proactive, shadow, and independent assessments).
- Support various design, performance, and internal peer reviews.
- Perform formal project design reviews at critical decision points per DOE O 413.3B.
- Review project deliverables (e.g., technical drawings, specifications, calculations) for accuracy and completeness.
- Support Federal Project Directors by providing project controls engineering support, including developing detailed independent schedules, independent cost estimates, risk management, and evaluation and oversight of contractor schedules and cost estimates.
- Manage Baseline Change Control Board meetings and facilitate negotiations between Y-12 APMO, the Management and Operating (M&O) contractors, and construction prime contractors.
- Review contractors’ monthly reports, including associated variance reports.
- Develop internal and external briefing materials and reports.
- Conduct quality management and associated support tasks, evaluating approved suppliers, performing assessments, and investigating quality assurance and quality control concerns.
- Conduct engineering and engineering management support tasks.
- Conduct construction management and oversight tasks, including constructability reviews, walkthroughs, assessments, and construction activity reviews.
- Conduct assessments and reviews of operational preparation, startup, and operational tasks.
- Perform operability, maintainability, and sustainability design reviews.
- Support NNSA operational readiness activities.
- Assist with security risk assessments and oversight.
- Provide safeguards and security expertise.
Key accomplishments in the contracts’ first 75 days include:
- Completed contract transition, accomplishing all deliverables (i.e., Management Plan, Telework Plan, and Quality Control Plan submittals, which were all accepted without comments).
- Hired eligible and qualified incumbent staff under the new Sigma Science contract, maintaining complete continuity of technical support, including critical areas.
- Recruited and proposed four candidates for vacant positions within the contracts’ first 30 days, demonstrating the Sigma team’s Rapid Talent Pipeline effectiveness.
